settlements into formal suburbs, rather than displace residents, according to Governor Powes Parkop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis process involves detailed surveys, subdivisions and infrastructure upgrades, with residents required to cooperate to ensure orderly development,\u201d Parkop said.<\/p>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile is-vertically-aligned-bottom\"><figure class=\"wp-block-media-text__media\"><img fetchpriority=\"high\" decoding=\"async\" width=\"241\" height=\"209\" src=\"https:\/\/grants.zimadtech.com\/home\/wp-content\/uploads\/2026\/02\/images-1-2.jpeg\" alt=\"\" class=\"wp-image-4647 size-full\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<p class=\"wp-block-paragraph\">\u201cThe Nine-Mile Quarry project is a successful example, with similar work being extended to parts of the Eight-Mile settlement.\u201d<\/p>\n<\/div><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">But Parkop said that those on State or private land in the city would need to be resettled to allow for planned city development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such resettlements would only take place after alternative sites have been prepared, surveyed and subdivided to receive people \u2013 such as resettlement areas like Farea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parkop described the eviction at Two-Mile as unexpected and driven by crime and violence, despite repeated warnings to residents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NCDC has been assisting displaced families while resettlement sites are prepared for their long-term settlement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added that relocations, including from areas such as Four-Mile, should only occur when new sites were ready.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNCDC is fast-tracking preparations to ensure resettlement is orderly and humane,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNCDC\u2019s long-term strategy is to gradually end informal settlements through planned upgrades and structured resettlement, noting that over the past 18 years the city has avoided arbitrary demolitions and has consistently opposed evictions without alternatives.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the NCDC has explained that it was not responsible for the eviction threats on several settlements in the city.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNCDC does not own the land at Two-Mile, Four-Mile and other locations currently facing eviction threats,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He explained that without land titles, the NCDC had no authority to carry out evictions in those areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSettlements where NCDC holds land titles including Eight-Mile, Nine-Mile, Makana, Morobe Block and Ragamuga \u2013 are not under threat of eviction,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWithout a title, we cannot evict, although we have powers under Physical Planning to demolish.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe prefer to obtain
